CIRES is hosted by the College of Environmental Studies at National Dong Hwa University. The campus is situated in Shoufeng township of Hualien county, in a stunning valley ringed by mountains and near to the coast.

The College offers exclusively English- or Chinese-taught masters and PhD programs, though elective courses from either language can be chosen. The programs are supported by a large, multidisciplinary faculty, including all current members of CIRES.
