Many countries are actively planning for carbon emission reduction and renewable energy development in order to facing climate emergency and achieving the 2050 net-zero emission goal. Taiwan, as a member of global trading and the global community, is also actively planning its national net-zero emission path and developing renewable energy resources. Among all renewable energy resources, solar panels are considered as important element for development and energy generation in Taiwan. Rooftop solar panels have been promoted for many years and ground-mounted solar panels have been promoted in the recent years. However, there are still many governance gaps in terms of regulations, knowledge and technology to be identified and clarified. Thus, Center for Interdisciplinary Research on Ecology and Sustainability (CIRES) will organize a series of workshop regarding the issue to analyze the current governance gaps and their countermeasures. The team looks forward to establishing a comprehensive ground-mounted solar panels system in Taiwan to promote the integrated sustainable governance of ecology, economy, social and culture in supporting energy transformation.
The team has conducted interviews with experts from different professions and analyzed international and domestic literature publications before organizing the workshop series. This is to settle on main discussion topics on ground-mounted solar panels governance, followed by details discussions on its regulations, system, knowledge and technical guidelines. The first workshop will be held on 3rd December 2021 (Friday) at the College of Environmental Studies, National Dong Hwa University (NDHU). The workshop will be chaired by Professor Hsing-Sheng Tai from NDHU. More than a dozen experts from different sectors such as academics, civic groups, industrial etc. will be invited to discuss two topics: (1) Environmental and Social Impact Assessment and Response Mechanisms and (2) Public Participation. The team will continue to hold a series of workshops on various sub-topics for in-depth discussions. We look forward to promoting the establishment of a ground-mounted solar panels governance system through continuous research and promotion of follow-up initiatives by the government, academia, civic groups and industrial sectors. With this, we are one step closer to promoting Taiwan's goal in achieving net-zero transformation by 2050.
